WE have the honour to inform you of the receipt of the following cable from Hong Kong to-day on the subject of the Kwantung opium tax :→→

Opium bearing customs transit certificates has been seized at Swatow for non- payment of illegal tax. Governor has telegraphed protest to Minister. Chamber of Commerce has also telegraphed appealing bring about immediate withdrawal of tax regulations, which are admitted on all sides to be distinct breach of treaty. Hold
China liable for losses incurred."
We again beg to urge His Majesty's Government to press for an immediate with- drawal of the tax, which has been admitted by the Wai-wu Pu to be illegal.
